Help Finding Groudon in Pokemon SoulSilver?

I beat Red, got the National Dex, and got the starter from Oak, but Mr. Pokemon just keeps talking about Kimono girls and won't give me the orb. I tried going to the Tower without it, just incase, but Groudon is not there. What am I doing wrong?
