Should there be punishment for this man?

What do you think about the guy who went on a plane with drug resistant TB? I personallly think there should be criminal charges filed against him, he had no right to go anywhere knowing that he had this incurable disease, now over 100 people could possibly be infected with it. What if he ped this on to someone that is immuno compromised, a child, or someone that had been on chemo, they could very easily die. What is your imput?
