Can I use a nail filer instead of a sanding block for paper?

I'm deciding to cover a composition book with paper and I saw on youtube that you sand the edges down so it stays down. She uses a sanding block but I don't want to go out and spend money just to buy a sanding block. Will a nail filer work?
